BEDFORD — Planning Board unanimously endorses lot division at 18-20 Cutler Street. The board approved an Approval Not Required plan to split an existing parcel into two residential lots, with lot 20 taking access via a paper street (unbuilt portions of Otis and Central Avenue) and Railroad Avenue; lot 18 retains Cutler Street frontage. Planning Director Tony Fields confirmed compliance with subdivision law.

The Board also spent substantial time debating a draft Chapter 40Y overlay zoning bylaw for 49 Elm Street that would enable a nine-unit starter home development at a density of 10 units per acre, with maximum height capped at 2 stories and 30 feet; members remained divided on parking minimums and discretionary waiver provisions and invited proponents to return January 27. A potential home rule petition for a real estate transfer fee to fund affordable housing generated general interest but no action.
