BEDFORD — Planning Board advances local Starter Home zoning draft for 49 Elm Street, moving away from state MGL c.40Y statute. Chair Steven Hagan, Christopher Gittins, Todd Crowley, Dawn LaFrance-Linden, and John McClain voted unanimously to continue the unrelated 145 Davis Road subdivision hearing to February 10. In the overlay district discussion, board members removed state affordability mandates, lowered bedroom requirements from three to two, capped garage parking at one space per unit, and required clear criteria for Planning Board waivers rather than broad discretion.

Planning Director Tony Fields indicated a revised draft will be ready before the next meeting on February 10, following a Select Board review on February 9.
