BEDFORD — Planning Board votes to submit Cottage Overlay District zoning amendments to Town Meeting. The board unanimously approved edits to bylaws governing small residential development at 49 Elm Street, renaming the district from Starter Home Overlay to Cottage Overlay to reflect changing demographics. In a second major vote, the board approved 3-1-1 release of 251A Old Billerica Road from a planning covenant, enabling sale of the property; Christopher Gittins opposed and John McClain abstained.

Planning Director Tony Fields flagged unresolved concerns about a companion lot at 229 Old Billerica Road and its historic preservation obligations. The board deferred discussion of 229 Old Billerica Road to its February 24 meeting and continued the public hearing for a four-lot subdivision at 145 Davis Road.
