BEDFORD — Finance Committee voted unanimously to hold meetings virtually during construction. Fiscal year 2026 free cash was certified at $18.2 million, up from $7.4 million at the prior year's start; under the 50 percent guideline, approximately $9 million was available for appropriation. Finance Director Al Rego attributed the increase to $2.7 million in departmental turnbacks, $5.5 million in local receipts above budget, and a $2.3 million favorable change in grant fund certification.
The committee projected 2.5 to 3 percent growth for fiscal year 2028 but noted that current models show zero excess levy capacity by 2030, with fixed costs absorbing nearly all available growth.
