BEDFORD — Finance Committee recommends approval of Article 21 Tax Deferral for Renovated Historic Properties and recommends disapproval of Articles 20 and 30-31. Chair Ben Thomas, Philip Prince, Mark Bailey, Tom Rowan, and George Lee were present. Article 21, revised to address public feedback, limits tax deferrals to original-structure renovations reviewed by the Historic Preservation Commission or Historic District Commission and caps eligible assessed-value increases at $500,000; the committee voted 5-0-0 to recommend approval.
Article 20, the Prudent Investor Rule, failed on a 5-0-0 disapproval recommendation after committee members raised concerns about insufficient financial detail. Articles 30-31, the proposed Cottage Overlay District zoning amendments allowing 10 units per acre at 49 Elm Street, saw George Lee move disapproval; the motion did not pass 4-1-0, and the articles were not advanced with a committee recommendation.
