Charter Committee backs Town Manager hiring authority framework

BEDFORD — Charter Committee approves Town Manager hiring authority framework in final meeting. The Charter and Bylaw Review Committee voted 4 in favor of endorsing a Charter option authorizing the Town Manager to hire, terminate, and supervise Library and School staff with board consultation. Library Trustees sought to maintain substantive control over hiring, while the Board of Health requested clearer language defining board approval rights.

The committee also voted unanimously to replace the Traffic Advisory Committee's Select Board seat with an at-large member and recommended separate warrant articles for Charter changes at the 2026 Town Meeting.
